Is overwatch rank based on wins?

For each Competitive season, a player must win 5 matches to gain a rank, in both Role Queue and Open Queue. The player will also receive their rank if they manage to lose 15 games before winning 5. Every 5 wins after this placement rewards the player with an update to their rank.
