The only two times it is accepted to look at the opponent's cards is: After the game has finished and you want to count the Uno score. If you suspect that a player has played the Wild Draw 4 Card illegally.

What is +2 uno card rule?
Draw Two – When a person places this card, the next player will have to pick up two cards and forfeit his/her turn. It can only be played on a card that matches by color, or on another Draw Two. If turned up at the beginning of play, the first player draws two cards and gets skipped.

Can you stack uno cards?
There is no stacking in UNO. When you play a Wild Draw 4, you choose the color and the next player must draw 4 cards and lose their turn. When you play a Draw 2 card, the next player must draw 2 cards and lose their turn.
