4 is better. 5 (I played 5 royal specifically) makes some improvements to the combat and I did like some of the palaces and the addition of minigames, but the things I enjoy most about persona were less strong than they were in 4.

Are persona 3 4 and 5 in the same universe?
Persona 1 and 2 are a bit dicey due to some plot shenanigans, but Persona 3, 4 and 5 are 100% in the same world. Characters and events from each game are mentioned in the others. They just take place in different locations and in different years.
