Should i play the first bioshock before infinite?

If you plan on playing the DLC, Burial at Sea, then I would suggest you play at least the first Bioshock before playing the Infinite
Infinite
In the main timeline of BioShock Infinite, Rosalind Lutece is a physicist who developed the technology that made the floating city of Columbia a reality. During one of her experiments she met Robert Lutece, a male version of herself from another universe, whom she refers to as her "brother".

otherwise nothing is going to make sense and you're going to miss the really great connections that are in the two episodes.

Should i play bioshock or infinite?
Infinite is a completely different story set decades before BioShock 1. It makes no difference to play it first or last - however the DLC (Burial At Sea, I think?) takes place a relatively short time before BioShock 1, and it contains major spoilers for that game, so you will want to play BS1 before that DLC.

Halo Infinite is an Xbox Play Anywhere game, this means that if you purchase it on an Xbox console, the Xbox app for PC, or the Microsoft Store app for PC your purchase will carry over to all these storefronts.

Should i play bioshock normal or hard?
Overall, I think Hard is a good experience in this game, but Normal is where I would recommend starting out on for learning the game. On hard enemies get REALLY tanky for health late game, and it's important to learn the mechanics so you know what to buy/not to buy.
