Is resident evil 0 easier than 1?

So on to HD remaster, and I have to say I feel like this game is a lot more tough. The addition of the Crimson heads I feel pushes it over 0 in a lot of ways in terms of difficulty. But whenever I look it up online, the general consensus is that 0 is the hardest mainline RE game.
