Note that there is a hard limit of 255 plugins (esp and esm files) dictated by the game engine, but there is technically no limit to the number of mods you can install. It is perfectly possible to have ~ 500 mods installed and enabled, while it is not possible to have more than 255 plugins in your plugin list.

How many mods can the witcher 3 handle?
The game apparently can't support more than 49 Mods (Scriptmerger mod included). It doesn't matter which mod I add, even if it has no conflicts, the game can't load saves anymore and tries to connect to the internet and stays idle.
