The Z Moves aren't set in either whether or not they're Physical or Special, or the damage that they do. Rather the damage is based on the base move, so Nuzzle would result in a Gigavolt Havoc strength of 100 and Physical while Thunderbolt causes it to be 175 and Special. There are a few restrictions.
