NBA 2K23 is not crossplay and thus does not have cross platform multiplayer between PlayStation, Xbox, and PC. This is confirmed ON the game's official FAQ. You should also know that there is no cross-gen multiplayer meaning PS4 users cannot play with PS5, and the same for Xbox One with Series X/S.
