Yes, no, it depends. Maps are a yes. The rest depends on your tastes regarding cosmetics mostly. Yes, I played ETS 2 without DLC during 2 months, and now I'm playing with the DLCs I feel the game is more complete.

How to play ets2 without lag?
Start the game and get to your in game location before driving. Hit cntrl-alt-delete to start task manager, in processes tab find eurotruck.exe and right click on it and choose "set affinity". Uncheck all the processor except for 1. I chose the last one to be checked only #3.
