Can a warden spawn in peaceful?

Wardens in peaceful mode should still spawn, but not kill when spotted. I was thinking how the deep dark could still be scary in Peaceful mode as, without the wardens, would lose much of what makes it scary in the first place. Then I learned of a horror game called SOMA, which includes a "safe mode".
