I'd say that 3600mhz is pretty much the sweetspot with the 3000-series processors from AMD. You could go with 3200 or even 3000, but won't get as much performance. You could go higher - 4000+ if you want to, but 3600mhz RAM is the best in my opinion since it gives you the best price to performance ratio.

It should work fine but some kits especially 32gb kits may cause issues (I run mine at 2666 MHz and don't even get me started on those Kingstons that I removed from my PC)...

Yes any Ryzen would be. 4K is so GPU dependent that a high-end CPU is not needed. I just watched a good hardware unboxed video on pairing a Ryzen 5 3600 with a RTX 3080. Surprisingly the Ryzen 5 3600 did fairly well even at 1080p and there was not enough of a bottleneck to make matching it with the RTX 3080 a bad idea.
