Honestly, I prefer to do Soul of Cinder last, after the DLCs and bonus areas, and everything else. Condering Yuria vanishes post-cinder, yet she has extra dialog for the DLCs, I do think you are supposed to do the DLCs first. Also killing Souls of Cinder gives you the option to NG+, but it does not force you to.
