Why cant i get request 21 in legends arceus?

It comes fairly early on in the game, but can only be done if you've caught a Mr. Mime already and also completed Request 14: Berry Helpful. It'll also be with Andra again, who thanks you for your Oran Berries, but has a new request regarding a Mr. Mime that is making mischief.
