Is the m13 better than the kilo 141 in cod mobile?

TL;DR: Overall M13 is the better choice due to it's significantly easier recoil pattern and faster firerate. Statistically, Kilo is just as good as M13 but due to it's difficult recoil , it fails to compete effectively with M13 or other guns in current meta. Does anyone know why Velikan has no voice at all?
