You can complete all the main quests, side quests, etc. eventually when the ebony warrior pops up you can pretty much assure yourself that your basically almost if not at 100% done with Skyrim. But with quests like Dark Brotherhood forever, the companions jobs, Thieves guild quests. There's just no end.
