No you cannot transfer your save file to Andromeda. Andromeda takes place 600 years after the trilogy and is pretty much unconnected to the trilogy.

I have found that you can have BOTH Ashley and Miranda with only a small tweak to your save game at a certain point. I get both the Miranda romance scene and then go and tell Ash I want her too which gives me the Ash romance scene on the Normandy later. Here is how I did it...
