As usual with models shown in the overworld, the legendaries and starters you can obtain in-game are shiny locked. For those confused what this means, this prevents the model from showing up as shiny AND prevents the actual PKM you obtain from being shiny.

Why are legendaries shiny locked?
Generally some Pokemon will be Shiny locked if they're part of an in-game scene animation that isn't within a battle however they'll still be given a Shiny design and sprite in case they ever decide to give out those Shiny locked Shinies which they have been known to do.

Unfortunately, the Legendaries Koraidon, Miraidon, Ting-Lu, Chien-Pao, Wo-Chien, and Chi-Yu are completely Shiny-locked, as they cannot be bred. Gimmighoul (and its evolution) also cannot be Shiny, as it also cannot be bred.
