Toothless is not a Titan Wing, at least not at the time of HTTYD2. The blue glow is a dominance display as he's challenging the Alpha, not a Titan Wing ability. Titan Wings are very old and large dragons, and as far as we know, we've never seen Toothless reach that stage.
