You can definitely start with 2. Original borderlands is ok, but it's aged quite a bit and it might be not very comfortable to play if you come from modern games. Bl2 is not perfect either, but already better.

Is bioshock 2 different from 1?
The gameplay in both games is identical, the only difference is you are a bigger and stronger character in Bioshock 2. A big daddy can hold a shotgun with one hand and use a plasmid with the other. This option was really cool. The 1-2 punch was possible with all kinds of weapons and plasmid combos.
