There is a max of 8 sims. If either of the above is true there will not be an option to try for baby. The same holds true if there is another Sim that is pregnant and that will result in the total reaching 8. (Note that a sim can have triplets).

How do you make your sims have a baby on freeplay?
After completing the 'A Bump-y Ride' quest, you will be able to select the 'Pregnancy' option from a crib. This will give your chosen Sim a 6 day long Pregnancy, but with no tasks to complete. Your Sims won't be able to earn Maternity Tokens during a 'Pregnancy'. You can also 'Add A Baby' to a crib.

If you have a lesbian couple, choose the “Get others pregnant” option for one of your Sims. Make sure their partner has the “Become Pregnant” option selected. And that's it! Your couple should now have the “Try for Baby” interaction!
