You can play ESO without buying anything, including DLC's. Once you bought the original game, you're set. There are plenty of dungeons included in the game, but the DLC dungeons give you access to different armour which you may want. The in-game purchases can make the game more fun.

Virtually everything in ESO can be played Solo with the exception of the highest level Veteran Dungeons and of course 12 Player Trials. This means as a Solo Player you can expect to enjoy: Questing and Story Content.
