How do i add mods to my non dedicated server ark?
you set the mods active (two right arrows pointing to the right of mods list) click on a mod and then the arrow and then it will be active. it should work in non dedicated. also if you wanna play non ded with me i got Tek Armor to give. Does your friend need those mods in order to play on the same non-dedicated server?

Are non-dedicated servers crossplay?
Nope. If you search for crossplay you can find a lot off the same awnser. Steam can only play with epic if enable in server configs, but no mods alowed.
