Ask the vampire to turn your Sim.
Click on the Sim, click Friendly..., and find and click Ask to Turn. If their relationship is high enough, the vampire will bite your Sim, and then your Sim will bite them back.

Nope, AFAIK Serana is the only person who can turn you. Valerica can make bloodcursed arrows, that may be where confusion is coming from? Edit - nope, she can't do that, either, you can ask her but she'll say no.
