Is horizon forbidden west as good as the first game?

Horizon Forbidden West took so much of what made Horizon Zero Dawn great and made it even better. The only areas where I truly felt it was lacking was with the early parts of the story, Aloy's giant step backward in character development from the first game, and its overall pacing.
