Can you see ciri after she becomes empress?
Well after beating the Main quest line if you haven't done the Blood and Wine dlc yet then yes you can. If you decide to romance neither Triss or Yennefer (or romance them both leading you to get neither) then at the end of the Blood and Wine ending Ciri will pop up at your vineyard.
