Before it was revealed that Klaus' child can make hybrids, every previous hybrid has been directly created by Klaus.

Nope, AFAIK Serana is the only person who can turn you. Valerica can make bloodcursed arrows, that may be where confusion is coming from? Edit - nope, she can't do that, either, you can ask her but she'll say no.
