DL2 works fine with a gtx 1650 but don't expect miracles, and you have to decide between a proper FPS or a good graphics quality. I'm running the game on a gtx 1650, Ryzen 5 1600 and 16 gb RAM DDR4 on 1080p. On low settings and maybe FSR enabled you can easily hit 60+ fps.
